It depends upon the nationality of the applicant. GCC citizens do not need a visa to enter the UAE. Some of the other nationalities can obtain a visa on arrival while others need to apply for a visa in advance to enter in UAE.
Entry into the UAE is subject to immigration approval. It takes approximately three to four working days to process a visa. However, it is recommended that you apply at least one week before the visit.

A person should be outside of UAE for more than six months. Original passport will not be required in such case. But if you are outside of the country for less than six months your need to send your original passport to your visa sponsor to proceed the visa cancellation.
